This subtitle comes from a press release by a gaming machine manufacturer and concerns regulation of the gaming industry in Germany. Naturally, they are asking for "measured" and clear, uniform regulation across the country. All I need to know is the meaning of "Abstandsgebot" in this context. Does anyone have any ideas?

Abstandsgebote und das Verbot von Mehrfachkonzessionen führen zur radikalen Reduzierung des Gerätebestandes und somit zu massiven Produktionsausfällen

...Das in Zukunft in den Bundesländern greifende Verbot von Mehrfachkonzessionen und die rigiden *Abstandsregelungen* zwischen Spielstätten untereinander sowie zu Jugendeinrichtungen, werden in der Summe circa 80 Prozent des heutigen Bestandes der in konzessionierten Spielstätten betriebenen GeldGewinnSpiel-Geräte eliminieren.

Which makes me think it might be to do with rules concerning the distance between amusement arcades (i.e. to limit the number of arcades in an area).

anti-clustering law

The UK recently tried to enforce a law by this name preventing the establishment of larger numbers of betting shops in one street or area.

"For all of those standing behind Haringey's battle to change the betting shop legislation so that they can introduce measures to prevent the kind of 'clustering' we've seen on Green Lanes, it's worth noting that the EU ruled today that anti-clustering legislation is illegal under EU competition rules. The case came from Italy where the government had tried to protect the market position of existing betting and gaming operators by requiring new licencees to maintain a minimum distance from existing outlets."
