I haven't been able to find an official translation, but from what I've read about it on the internet, 'Law Governing Liability for Capital Market Information' would seem to fit?
I found a description of the law in English at:
http://www.germanlawjournal.com/article.php?id=493, point 27:
"The Government Commission on Corporate Governance had suggested changing the law as to impose liability on members of the supervisory and executive board for deliberate or grossly negligent wrong statements and shifting the burden of proof for (non-)reliance on the defendants."
