That's how I'd put it in this case. "housing" and "residential" are interchangeable.

agree Kcda : Yes those words are interchangeable depending on redearship as well as the general style of the text. One can use them as wished. Guideline and directive are also synonymous when Richtlinie is the source term used. Congratulations. :)
