I feel reasonably sure that this is just the usual EN word being used in FR; it generally would make sense, other than that FR has a nasty habit of using the gerund in -ing where sometimes it would be the agent in EN (possibly in -er) — cf. for example 'pressing' = not the action of pressing, but the agent doing it, i.e. 'the presser', or in this case, the launderer/dry-cleaner.

So as Rowsie says, it could eqaully well be 'dispatcher'; doing a little research on the EN terms ought to enable you to check which one is used in this specific context.
