This is listed on a health care benefit statement as the reason for a claim. Link here:

The organization that is administering the insurance is offering this benefit as part of a program that ensures healthy pregnancies. So, I'm thinking this term means "preventative C-section," although I have seen it translated as "preventative withdrawal."

What does "T.E. or T.A." mean?

References Here are the references I was going to post with my abortive answer, Liz having already got there. I think "precautionary leave", or "preventive leave" if you like, are better than the literal "preventive withdrawal". As for what it means, see the English source below.
