In the version of the document that Moira posted, see p. 12 -- the geographical components in question have to do with the lump sum living allowance (indemnités forfaitaires d'entrentien ... élément lié au pays d'affectation (élément géographique).
Then the paragraph where the segment is located says that, when staying in France, volunteers will receive the lowest geographical component (for their lump sum living allowance) that applies in the Euro zone.

How much does a V.I.E / V.I.A earn ?
There is no standard answer to this question, for the reason that the International Intern's allowance consists of a fixed component and a variable component that depends on the country of destination. To be more precise, the fixed maintenance allowance includes :
- A common allowance, identical for all International Interns. Revised every year, this amount is set at €723.99/month in 2022.
- A geographical allowance that depends on the country or even the locality in which you carry out your assignment. It is set based on the local standard of living to cover the subsistence, equipment and accommodation needs of the intern in the host country. Recalculated quarterly, it currently varies from € 775,57 to €4 152,14 (rates from July 2022)."

Il n’y a pas de réponse standard à cette question pour la bonne raison que l’indemnité du Volontaire International est composée d’une part fixe et d’une part variable qui dépend du pays de destination.
Pour être plus précis, l’indemnité forfaitaire d’entretien comporte :
- Une indemnité commune, identique pour tous les Volontaires Internationaux. Révisé tous les ans, ce montant est fixé à 723,99 € / mois en 2022.
- Une indemnité géographique qui dépend du pays voire de la localité dans lesquels vous effectuez votre mission. Elle est fixée en fonction du niveau de vie local pour couvrir les besoins de subsistance, d’équipement et de logement du volontaire dans le pays d’accueil. Recalculée trimestriellement, elle varie actuellement de 775,57 € à 4 152,14 € (barèmes de juillet 2022). »

VIE = volontariat/volontaire international en entreprise (French govt scheme)
élément géographique = the salary they earn changes according to the country they live in. Diplomats and the like earn a salary and an élément géographique, i.e. a kind of bonus according to where they're posted. Think "danger money", cost of living differentials, etc.
I once was volontaire du service national actif (VSNA, i.e. your VIE's remote ancestor) and that's how we were paid.
Here, your VIEs aren't paid according to where they are posted, but they get the lowest possible salary French civil servants (etc.) get in euroland, wherever they may be.
