bringing (the units) up to environmental standards/ensuring they comply with environmental standards
The only hesitation I have is the possible difference between "mettre a niveau" and "remettre a niveau" (sorry no accents). The former usually means something more like "to level off" but the latter makes more sense in the context given and could just be misused in French.

I'm not sure I get it. Isn't my answer exactly what you are proposing? Mettre a niveau also means to level off according to my R+C du management dictionary, hence my comment and medium confidence level.
