I've never encountered the term before, but I think it means no hard liquor - just beer, wine and soft drinks.

a bar without alcohol

It means that the room has a bar in it but none of the drinks provided contain alcohol. Sodas, (fruit) juices, mineral water, stuff like that. HTH.
