"His sentences are full of neologisms: the adjectives he torqued into verbs (“The north wind brittled icily in the pleached lattice of the hedgerows”), and the verbs he incites to misbehaviour (“Four short-eared owls SOOTHED OUT OF the gorse”)."

I know the verb SOOTHE is used creatively, but I'm not sure about the meaning - the gorse SOOTHED the owls? or on the contrary? or the owls was SOOTHED, flying out of the gorse? or SOOTHED because of the gorse?
Many thanks!

entice out ...make the owls belive it's safe to come out
"soothe something out" usually means talking gently and reassuringly to the child/animal/frightenened person ensuring them that everything is all right and it's safe to come out

as you probably know, gorse is a very prickly bush so the owls would feel safe (from predators) within it
