For example when we we see" click to proceed" on our device, the system is asking an "ACTION" from its user. And if user doesn't understand what is being asked , device stays there until an action is taken by the user. In this case there's no action required. The user must WAIT until the initialization process is completed and device is ready to use once again. So, by reading this message on the device , a user will understand that there's no ACTION required by her/him.
