I would like to know the best translation of this phrase from American English into Latin American Spanish.

It's a translation about a committee on consumer and worker protection. This is for Latin People living in The United States and Americans readers. Is okay to translate it as enmendar el código administrativo?

modificar el código administrativo

Enmendar se suele utilizar para proyectos de ley o artículos constitucionales. Si bien "to amend" y "enmendar" son equivalentes, yo optaría por algo más simple como modificar porque el destinatario es la ciudadanía en general.

Actualizar el código administrativo

¡holla Yugoslavia!

En mi opinión lo más correcto sería utilizar la expresión actualizar que se dice en lo medio jurídico.
