Another example of a job title that doesn't say what the job really is, nor the "rank" it implies.

In UK, there are "clerks" in Magistrate Courts.

If you take a shortcut and just you assume from their job title that they are some kind of admin staff / pen-pushers, you will be widely off the mark.

Because the system is so different from other countries, I think "Glavni arhivar" would be better, as it doesn't imply any false equivalence with systems in other countries.
