How was the Strategic Plan drafted?
• Proposal made by XXX Secretary General to the Steering Committee, Brussels, 15th June 2005.
• Participatory approach, which provided an opportunity for all members to express their views and opinions in the framework of a written procedure, facilitated by an external consultant, Joost Mönks.
• Preparatory meetings organised in Lisbon in November 2005 and in Vienna in June 2006, with the participation of 26 delegates from 17 countries and a representative of the European Commission.
• Approval by XXX members at the Helsinki General Assembly in September 2006.
