Normally a "location fee" would be paid either to rent a car OR to the owner of the location where some movie shooting is going on.

What is meant is "the (average/usual) fees paid to researchers working at the current location" THAT would be something to compare with "the fees paid to OUR researchers working at the current location"
or possibly
"the (average/usual) fees paid to researchers working at some other previous mentioned location" THAT would be something to compare with "the fees paid to researchers working at the current location"
More context is needed to be sure, but it certainly isn't any kind of literal "location fee" - **that** would fit like a square peg in a round hole.
