"fencing" signifie bien plus que "repérage" dans le domaine des transports (le contexte parle de tachygraphe).
Il s'agit pour le patron de la société de transport de mettre en place des garde-fous / des barrières (fences) garantissant que les chauffeurs ne vont pas sortir de la zone de leur mission pour utiliser le véhicule à des fins personnelles.
