Volgens mij is hier geen vaste Nederlandse term voor omdat het in Nederland ongebruikelijk en vermoedelijk illegaal is om een vast salaris te laten 'terugverdienen' met provisie. Provisie is hier altijd een aanvulling op je vaste salaris. Maar op grond van beide genoemde toelichtingen lijkt 'voorschot' me een voor de hand liggende vertaling voor 'a hybrid between a loan and a fixed salary'.
Een voorschot is niet per se terugvorderbaar. Uitgevers geven schrijvers gewoonlijk een niet-terugvorderbaar voorschot dat wordt ingehouden op eventuele royalty's maar niet hoeft te worden terugbetaald als er minder boeken worden verkocht dan gepland. Het zal van de details van het contract en de wetgeving afhangen wat er gebeurt als een werknemer die 'rood staat' ontslagen wordt.

"To draw a cheque" is immers gewoon een cheque tekenen of uitschrijven. Zonder de context gaan we misschien een heel verkeerde richting uit :-).
