The problem is that "spawn" does not take "to" to mean "أدى إلى". It should have been "spawned new magazines" for example. Perhaps, it is "sprawl" in the meaning of "سقط" for example. Though I must admit, I am not entirely sure. But I agree with Ahmed in that it is probably a typo.
