zakelijk verhoor core, factual (matter-of-fact part of the) interview Explanation: possible synonymous with an inhoudelijk (substantive) verhoor and following a sociale verhoor - not a sociable interview, but more of an introductory lead-in of personal particulars. Police interrogation is more AmE than BrE where a 'verbalisant' may not coincide with a 'verballer' - the police (like my step-father) putting words into the mouth of suspects, as often happened under the Judges' Rules of old - hence superseded by PACE: the UK Police and Criminal Evidence Act 1984 . Whether under 'caution', I know not, but different from a 'Proof of Evidence' from a witness taken by a UK Lawyer (Barrister, Solicitor, Legal Executive-Advocate or [high-paid] Solicitor-Advocate) for production in court. Police interrogation in the Netherlands: The General Interrogation Strategy Dutch police officers commonly use the General Interrogation Strategy (GIS; in Dutch: Standaard Verhoorstrategie, SVS) to interrogate suspects. The GIS is described in the Interrogation Manual (Van Amelsvoort, Rispens, & Grolman, 2015), which is used by the Police Academy of the Netherlands to train police officers in interrogation techniques. The GIS divides an interrogation into three parts, which are: - a first contact part, - a second ‘person-oriented’ part (sociaal verhoor) - and a third ‘case-oriented’ part (zakelijk verhoor) During the first contact part, the interrogator explains suspects’ legal rights, the role of the lawyer (if the lawyer is present during interrogation), and the interrogation procedure. Next, during the person-oriented part, the interrogator informs about personal circumstances of the suspect, such as education, occupation, family, and financial circumstances. During the substantive, case-oriented part, the suspect is interrogated with the GIS. The GIS is based on building up ‘internal pressure’, minimizing reluctance to provide an account, ruling out alternative explanations, and challenging the suspect’s account (Hoekendijk & Van Beek, 2015). Although the GIS is believed to possess scientific components, to date the GIS has not been scientifically tested on its reliability and validity (Nierop, 2005; Stevens & Verhoeven, 2011) The third part, the ‘case-oriented interrogation’, concerns interrogating the suspect about the alleged crime (Van Amelsvoort et al., 2015). De zedenrechercheurs maken daarbij altijd gebruik van een vooropgesteld verhoorplan. Van belang is om te weten dat een zedenverhoor altijd wordt afgenomen door twee speciaal daarvoor opgeleide zedenrechercheurs. Zij zijn getraind om de druk tijdens verhoren op langzame wijze op te bouwen hetgeen uiteindelijk kan leiden tot een bekennende verklaring van een verdachte. De politie reserveert standaard meerdere dagen voor een zedenverhoor. Het verhoor bestaat altijd uit twee delen, namelijk een sociaal verhoor en een zakelijk verhoor. Tijdens het sociale verhoor worden er persoonsgerichte vragen gesteld onder het mom van ‘wij willen u graag beter leren kennen’. Dit is het moment om al voorzichtig te zijn in het geven van antwoorden op de sociale vragen. Vragen aangaande social media gebruik en accounts en telefoonnummers heeft niets te maken met het ‘beter leren kennen van iemand’. Maar het heeft wel alles te maken met het zoeken naar bewijzen tegen de verdachte. Na het sociale verhoor zal het zakelijke verhoor plaatsvinden waarbij er steeds meer wordt gevraagd naar de zaak zelf. Dan zal de kern van de zaak ook pas duidelijk worden. In de meeste gevallen zal het sociale verhoor vanzelf overlopen in het zakelijke verhoor. Het is dus van belang om altijd geconcentreerd en alert te blijven bij de vragen die worden gesteld.
