Het staat op een loonbrief, verder geen context. Can you come up with an English translation/equivalent?

@Phil: I agree that ‘payroll service provider’ sounds better. Who knows, maybe if we translators all start using it, they'll notice and start using it too ;-)

Michael I agree with "payroll service provider". I don't feel your references to "social secretariat" are reliable, because they're translations, and I think "social accounting" is just plain wrong.

Strange or not, ‘Accredited social secretariat’ + ‘Accredited employers’ social-accounting secretariat’ are terms that the Belgians are using themselves, on various official-looking websites, so people will be able to locate what they mean relatively easily.

The asker should have checked the glossary before posting, but I don't agree with the previous answers. You can't use "social" in this way in English, and "social secretariat" sounds like a department that organises social events. It means employment or human resources.

Alleen dienstverlenende privé-instellingen die erkend zijn door de FOD Sociale Zaken, mogen de titel “erkend” sociaal secretariaat hanteren.

Om erkend te worden als sociaal secretariaat moet deze dienstverlenende privé-instelling aan een aantal voorwaarden voldoen. Zij moeten functioneren onder het statuut van een VZW en mogen bijgevolg geen winstoogmerk nastreven.

De overheid controleert de werking van de “erkende” sociale secretariaten. Zo moet het een beroep doen op een erkende bedrijfsrevisor die onafhankelijk handelt ten aanzien van het sociaal secretariaat. Deze bedrijfsrevisor oefent toezicht uit op de goede afhandeling van alle verrichtingen van het sociaal secretariaat.

Het “erkend” sociaal secretariaat is ook verplicht de Rijksdienst voor Sociale Zekerheid inzage te geven van zijn boekhoudkundige verrichtingen die betrekking hebben op de ontvangen en door te storten RSZ-bijdragen.
