We are translating identity documents from Chinese into English and wanted to ask for your help.

In the United States, to issue an official birth certificate to establish identity, we issue birth certificates which are taken from "civil registers." Is this the same way in China? We ask because we have received "notary certificates" of a birth to be translated and we wonder if these are the Chinese method of establishing identity. They are usually four pages long, written in Chinese and English, and make mention a notary in China and have the red stamp with a star in it.

As far as I know, in Mainland China it is usual way to establish identity of a citizens in their contacts with the third party ( school, company etc). And one can have as many notarized acts of birth (schooling, working experiences and no records of criminal offences etc), as he likes.
Above-mentioned notary acts are issued by the public notary office on presenting all necessary supporting documents.

In China, birth certificate was usually issued by the hospitals where the baby was delivered (I think it is still the case but have not verified that personally). Parents then take that to a local government office to add the baby to their family residence registration record (usually a small book called 户口薄， Hu4 kou3 bu4 or 户口本，Hu4 kou3 ben3).

Explanation:
in US, to issue an birth certificate you usually need the Birth Certificate from any hospitalthat your are delivered. Should you lack of all the documents and any circumstancial documents, the final resort is: to take the oath in front of any registered Public Notary.
And each of them needs to register with local government.

To my knowledge, almost all lawyer, officer of bank officer, can exercise as Public Notary since they all have a stamp as to: who is the issuing agency, the ID number..etc. But do keep in mind, it is fairly easy to get that certificate.
