that's the term used, not "money sneaking" - it means that they slowly and "sneakily" channeled funds into these groups. You could also use "channeling funds"

I think you got the syllables right "sneaking". It would be quite spooky to think of my money sneaking on me, but today there are not guarantees:)

Anyway, you could reverse the sentence and make money the object rather than subject, but it would work both ways;

what was rumored about leaking money from the League to extremist groups is now a closed chapter, ...

= sneakily misappropriating, like stealing petrol from a tank by siphoning

That term equates (in "US legal English") to:

A parallel and related term -- and often used to refer to the overall process whereby funds are converted, diverted and delivered to sinister or illegal recipients -- is "money laundering" = in the Arabic, "ghasiil al-amwaal" = غسيل الاموال
