"to spawn" not only has the right figurative and literal associations, it is also used for universities and other places which create the right environment for development to take place - I seem to remeber that it is also the standard translation for "vivier" when it isn't a place that fish etc spend their last days.

l'utilisation de "vivier" serait impropre (c'est pour la reproduction) dans le contexte, je vois plutôt "réservoir de main d'oeuvre"
