Reopening/Reconnection costs - not really sure here, either - thanks in advance.
Le MRC (Multiple Re enterable Closure) fait partie de la famille des protections d’épissures pour réseaux non pressurisés en cuivre. Il est destiné aux applications en aérien, en chambre, ou en pleine terre et constitue un produit totalement innovant, très simple d’installation à la mise en œuvre rapide et relativement intuitive. La conception de ce manchon est réellement nouvelle et ne comprend aucune partie en métal, et ne nécessite aucun outil spécifique ce qui rend son temps d’installation très court. Le MRC doit remplacer, pour les réseaux secondaires, le MHS M, avec un coût total (prix de vente plus coûts d’installation et de ***réouverture***) inférieur de 25 %.

Not that sure either, but I'm pretty certain it's NOT 'reconnection' --- my take would be that they are referring to the cost of digging up the cable again, or in whatever other way is appropriate to gain access to the splice, depending on the type of cable installation (overhead, undergound or buried...)

In the light of Dusty's remarks I guess this is certainly feasible. Something tells me that it's actually something else though, but I can't get at it at the moment (hence confidence rating).
