Esta dependencia es competente para conocer de los presentes hechos, tomando en consideracion que existe en tramite una denuncia presentada en la Delegacion Estatal, donde se denunciaron la comision de hechos que estimo son delictuosos y se contemplan en el ambito del Derecho Penal Especial, atento a la Regla de Especialidad que previene el Articulo 6 del Codigo Penal Federal, por su caracteristica de delitos Especiales, como lo son la Ley de Navegacion Maritima y Ley de Puertos, DaNo en Propiedad Ajena, donde la autoridad decretó el aseguramiento de una embarcacion por haber destruido en su totalidad un muelle concesionado a mi mandante propiedad de la Secretaría de Comunicaciones y Transportes, indagatoria que actualmente sigue su curso normal.
