Emenda sem pertinência/"jabuti"

Falta contexto propor com certeza, mas "rider" é uma emenda que adiciona a uma lei uma provisão que pode ter ou não relação com o objeto da lei. No Brasil, isso se chama "emenda sem pertinência temática" ou, no coloquial, "emenda-jabuti".

Parece-me a mesma coisa, com a diferença de que os resultados parecem ter mais a ver com o âmbito corporativo do que político. "Jabuti" é um termo político, por isso eu disse que falta contexto à pergunta.
