This document realtes to the concession of the waterway access to the port of Paranagua in Brazil. The empreendimento is the project/undertaking, but I cannot work out what to use for "instituto de outorga". Please can anybody shed some light on this?

@ Phill You have to consider that "instituto" in this case is not an institute or an entity. It's a standard, a system or a principle. "Instituto" has that meaning in Portuguese too, and that's what causes confusion.

Ana I had him down (it must be a he, because he makes such brazenly false statements with such confidence, like Donald Trump) as a spotty teenager who reads over other students' shoulders in exams and copies their answers.

I call him CheatGPT.

It's interesting that he's now downgraded that confidence slightly, from 5 on every question to 4. Also, he's removed the bit about 'helping you to achieve your maximum potential as a translator' from his profile.

Heather Could you explain what you mean by concession of waterway access'? Do you mean only certain companies will be allowed to use the waterway, and they have to bid for the rights to do so? Or do you mean concession to manage/operate the port?

The context would appear to suggest that "O instituto de outorga do presente empreendimento" means "This invitation to tender relates to".
