All above weapons and devices are to control the individuals (رادع شخصي) in protests and riots used by police.

روادع شخصية is a term used in internal correspondence among police refers to any equipment, devises and weapons (non lethal weapons) scare people and disperse them in riot or protest times .

So to keep them under control and restrain them they use روادع against the individuals اشخاص .
روادع اشخاص or روادع شخصية in plural.

Police have their own terms written in classical Arabic. رادع شخصي still has same meaning of any personal equipment used to defend or to control or to confront.
Maybe it is electrical gun the type used by police "Police Stun Guns & Tasers" . Or maybe it is Stun baton (Taser Baton) the type that is not allowed but to police. Or military knife?

Whatever that illegal things روادع شخصية still you can use terms like :
personal (controlling/attacking) devices / equipment/ gears.

You can ask your client for explanation since this word is special term used by police only.

However I am sorry to grade my answer by 4. It should be 2 or 1.

Another thought:
You wrote "من عقد شراء تجهيزات للشرطة" that means there are items used by police only . "تجهيزات للشرطة" equipment/gears for police.
Now the Facebook link showing that men arrested due to possession of the same روادع شخصية that proofs that these gears are restricted to police use only and it is illegal to have them by civilians.
