This is from a Lebanese law regulating construction:
2 ـ أ ـ إن الغرفة المنارة على الفسحة القانونية يجب أن يؤمن لها حقل وقوع نظر يطل مباشرة على القسم من الفسحة الذي يستوعب المستطيل المنصوص عليه في المادة السابعة ـ البند ثانيا، الفقرة 1، من هذا المرسوم.
Does منارة in this sense mean sunlit, or is it a particular style of room in the Lebanese context? There is a small diagram accompanying it, and the room is next to a balcony.

It is any room overlooking an empty space within your premises. Say it living room, bed room, kitchen, guest room with windows overlocking a legal empty space in your house.

The sketch does give an example of a room with balcony but it can be any room having windows or balconies. The legal zoning code or lets use informal term the overlooking or the view should be within your premises whether it is windows or balconies.
