Could it be "late night licensing"? Also, I'm translating into American English, and "late night licensing" sounds British to me. If it were something like that, can anyone think of an American English equivalent?

Despite the AmE doubts expressed in the example sentence, 'wee hours' is understandable in (some parts of) the USA: A Bedroom In The Wee Hours of The Morning. by Stephen King (Goodreads Author).
BTW, Tax Law in the header is aka Revenue Law, though encompasses 'taxing statutes'.
USA: I'm not sure I would understand "wee hours taxi charges". I don't know of a standard expression, but I will suggest that "late night surcharge" might be more understandable to a native English speaker.
