This is potentially quite ambiguous : "Affaires Sociales" **could**, potentially, refer to "industrial affairs" / "employee-related matters". Or it could be social in the sense of "corporate".
Most likely, though, in my opinion, is that this person is THE NEMESIS of all practitioners of professions libérales in France, including of course self-employed translators. Namely, a Social Security General Inspector (or Inspector General). Probably lurking inside URSSAF, the dark heart of the beast.

Social is only 'half a false friend'. Sozial in German also often translates as social welfare. Industrial (tribunal etc.), employment-related and/corporate are also feasible alternatives.
What 'social cohesion' means is anybody's guess, but - from recent events in the UK - might be queuing in a tightly packed, but long line.

: Although used predominately in ROI, I like "social welfare" as a "neutral" term describing the whole shebang of "social" stuff in France and other continental jurisdictions
