Another note. The document is signed by Franz Halder, who was the Chief of Staff of the German Army in the first part of WWII.

Good solution to the H Qu OKH., and earlier research on the main abbreviation.

Main abbreviation seems right but it is not in the Franz Halder’s bio (i did not find it)

It's not H. Ou. OKH but ... ... H. Qu. OKH (Hauptquartier des Oberkommandos des Heeres) on the right-hand side.

Here's my answer, as requested - see my reference entry for background info. I leave the exact English translation to you.

The fact that this designation/rank is not in Halder's bio is no contradiction, in my view, because he was the "Chef des Generalstabes" (corresponding to the first part preceding the slash, i.e. "Gen. St. d. H." - "Generalstab des Heeres"), while another officer not named here had the rank of "Gen. d. Schn. Tr. b. Ob. d. H.".

Yes, Halder's career path would fit according to the source you cited:
"Bei Kriegsausbruch des 2. Weltkrieges wurde er dann zum Chef des Generalstabes vom OKH ernannt. Er löste Generaloberst Beck ab. In dieser Stellung war Halder an allen Planungen Hitlers bezüglich der deutschen Angriffe auf Polen, Norwegen, Frankreich, das Baltikum und Russlands beteiligt. Dabei wurden ihm während des Polenfeldzuges beide Spangen zu seinen Eisernen Kreuzen verliehen. Als Chef des Generalstabes wurde er am 27. Oktober 1939 mit dem Ritterkreuz des Eisernen Kreuzes ausgezeichnet."
