Conformist on the British Isles usually equates with a dull bird-brain, so maybe not apposite for BrE or IrE consumption. An 'upholder of the system' is less pejorative but not much better.

Stalwart : has been suggested before on ProZ for a Scandinavian lingo into-English translation.

The only explanation I was able to find is the one below:

'Et tydelig trekk ved tradisjonsbæreren er lojaliteten til systemet og pliktene systemet pålegger han i form av oppgaver og ansvar. Tradisjonsbæreren framstår derfor som en systembærer som støtter opp under og argumenterer i tråd med de rammene systemet gir, og for han oppstår det problemer når disse rammene støter mot hverandre.'
