The fact that a driver "performs" on a dimming range does not say that it has itself the dimming function. It means that it provides the correct supply for the given dimming level, which is determined by a dimmer. Indeed, an LED driver "controls" the supply of the LED (if you make the effort to read the references I gave).
There are indeed dimmable drivers, which may be the case here, but these are then accordingly called in French "alimentation variable/gradable" and that does not change anything to the fact that driver = alimentation and dimmer = variateur/gradateur that are 2 distinct things and for which I provided enough evidence that it is so.
There are clear definitions (which I provided) of what an LED driver is and does, there is no reason to think that there are no link to the given situation: an LED driver is an LED driver is an LED driver – technical terms are normally unequivocally used. And Tony, I am afraid you haven't up to now provided any evidence at all of any other use in practice.
I am not going to pursue this discussion, as it becoming errant, we all have other things to do and the final decision will be up to Tim.

@ Geneviève I feel obliged to further expand on your response to my peer comment below, for your two technical inaccuracies upon which howevere you are being insistent.
1) The function of a 'driver' is to provide a drive to something in some specific way — usually, as here, some kind of controlling function. Although a driver MIGHT include a PSU, that is not an intrinsic part of its function, but merely a fortuitous inclusion; in fact, the list of elements included in the device here specifically omits any mention of a PSU, suggesting it could well be separate.
2) You are insistent that the device in Asker's context is NOT a dimmer, yet the context we have been given clearly indicates that this is indeed almost certainly the function of this driver: note the specific mention of "...at full dimming range, from 0".
You claim to cite 2 "unequivocal" definitions — but there is nothing linking either of them to the specific context here.

@ Cyril I fear you are missing the point here: for a start, the source text says "Complete lighting unit, including LED board, reflector, driver and housing" — note that it specifically does NOT include 'transformer'; such devices very commonly have an external or separate transformer.
But in any case, a 'driver' may (or may not) fortuitously incorporate a 'transformer' — but that is not the essence of what it is. The notion is skewed, but the two terms cannot be considered interchangeable.
For example, in an amplifier one might find a 'loudspeaker driver' — but in current equioment, it would be rare for that to actually be a 'transformer'.
It's a bit like calling a 'Maserati' a 'cart' — yes, technically, they both have four wheels and go along; but that isn't the essence of their respective functions.

Un transformateur LED peut tout d'abord avoir plusieurs noms. Le transformateur LED peut aussi être appelé driver led (en anglais) ou alimentation led.
Mais à quoi sert un transformateur LED? Certaines ampoules LED fonctionnent sur du 220 volts (directement sur le secteur) et d’autres sur du 12 volts. Dans ce second cas, il est nécessaire d’installer un transformateur LED en amont afin de pouvoir faire fonctionner ces ampoules LED 12 volts. Un transformateur sert donc, comme son nom l’indique à transformer le courant 220 volts en en courant 12 volts.

"Its function is driver(dimmer)". Pour moi, ce sont deux choses différentes. L'une pouvant être intégrée dans l'autre. Comme Jennifer l'a fait remarquer, dimmer c'est variateur, pas driver.
"we don't know for sure that the 'driver' here actually fulfils this function (of 'alimentation secteur')". Je demanderais au client puisque le contexte ne semble pas clair sur ce point selon Tony. Demander au client : if the driver has the same function as a dimmable LED transformer, comme dans le lien suivant:

Il s'agit d'un dispositif d'alimentation ou d'adaptation/de régulation de l'alimentation pour LED.

"driver" (traduit par "pilote" plutôt dans le domaine de l'informatique) est aussi très fréquemment utilisé en français pour ce type d'appareil dans ce domaine. Que l'on choisisse l'un ou l'autre est une question de goût. En ce qui me concerne, je donne toujours priorité à un terme français lorsqu'il y en a un, tant que le client final ne souhaite pas le terme anglais (souvent le cas avec des clients suisses, par ex.).

As explained here: the driver has a supply function (2 unequivocal definitions cited), a variateur is a dimmer, 2 different things. This is very well represented in the 1rst document in French quoted.
