Passation de marchés pour procurement, si on parles de services? Il faudrait savoir les différences entre ce que fait chaque service pour trouver le terme adapté à chaque cas. Je suppose que chaque service achète des choses différentes, il y a aussi "fournitures" ou "acquisitions" si on parle d'immobilier, mais tout dépend de ce qu'ils achètent.

Il faut distinguer en effet entre :
- les biens qu'une entreprise achète pour ses propres besoins, c'est à dire pour son autoconsommation (mobilier, matériel informatique, véhicules de société, restauration d'entreprise...) ;
- les biens qu'une entreprise achète pour en faire commerce, c'est à dire pour les revendre après transformation (matières premières, matériaux, produits semi-finis...).
Le verbe "to buy" suppose un achat pour soi-même, alors que le verbe "to purchase" a une connotation d'achat-revente. D'où la distinction (et la nuance) du questionnaire. En d'autres termes, on "buy" pour soi-même et on "purchase" pour revendre.
Quant au terme "procurement", il se réfère aux offres de marchés publics et aux adjudications de biens et services auxquels une entreprise propose ses services, le plus souvent pour des administrations ou des services publics.

I think the idea of 'purchasing the goods that we sell' as distinct from 'buying the goods/services needed to run the company' may well be the one you need.
Sometimes 'purchasing' can be the department that negotiates supply contracts, prices etc., whereas 'buying' may be the department that actually organizes placing orders etc. — but without more context, it's hard to be sure.
