Passation de marchés pour procurement, si on parles de services? Il faudrait savoir les différences entre ce que fait chaque service pour trouver le terme adapté à chaque cas. Je suppose que chaque service achète des choses différentes, il y a aussi "fournitures" ou "acquisitions" si on parle d'immobilier, mais tout dépend de ce qu'ils achètent.

The name Procurement means quite the opposite, if you are procuring, you are managing the process of ensuring required goods and services can be order at relevant suppliers. There is no transaction of ordering goods & services, but the outcome of procurement are contracts, frame agreements, terms and conditions with supplier, in order to make it possible to purchase at that supplier, given the agreed terms.
The terms are often used in the wrong way in different companies. If I see a “purchasing department” for me that means an operational dept. responsible for executing Purchase Orders, following up on suppliers (operational level) and handling first line issues.
A Procurement department is where Buyers negiotiate T&C’s (Turms and Conditions) with suppliers the company requires. Once deals/prices/terms are finalized, the purchasing department (or colleague) can issue orders.

I think the idea of 'purchasing the goods that we sell' as distinct from 'buying the goods/services needed to run the company' may well be the one you need.
Sometimes 'purchasing' can be the department that negotiates supply contracts, prices etc., whereas 'buying' may be the department that actually organizes placing orders etc. — but without more context, it's hard to be sure.
