I have an unusual use of the word "toleroj" in a legal document. I know "toleroj" is not good Albanian and it's not in the dictionaries, but it's usually understood to mean the same as the English word "tolerate". However, that doesn't seem to make sense here.
It's part of a discussion in an Albanian court case about whether there is enough evidence for a case to proceed to trial:
"Me 'mjaftueshmeri' te ketij materiali 'provues', legjislatori ka TOLERUAR, ne funkcion te ushtrimit te ndjekjes penale, qe koincidon domosdoshmerisht me 'kalimin e ceshtjes ne gjykim', nje standart minimal provues (gjithe) perfshires deri edhe te 'proves kontradiktore', gjithnje krahas 'provave' mbeshtetese te akuzes."
and my translation:
"By 'sufficiency' of this evidentiary 'material', the legislator has TOLERATED, in the course of carrying out prosecution, that a minimum standard of evidence (all) inclusive even of “contradictory evidence”, always alongside the 'evidence' supporting the charge, must necessarily accompany the 'committal of the case for trial'."
Can anyone suggest a better word than 'tolerated' here? It looks as if 'prescribed' would make more sense, but how you get 'prescribed' from 'toleruar' is not clear to me!

It is indeed true that TOLEROJ is not an Albanian term but a borrowed one instead. The original word would be ALLOW, ACCEPT, TURN A BLIND EYE ON STH, Etc, epensing always on the context.
In this specific context, to my undrstaning the verb TOLEROJ refers directly to STANDAR MINIMAL PROVUES (Minimal standard of Proof) that is common in legal proceedings (that aim at deciding whether to take proofs into consideration and proceed to court or not).
Thus, I would use it as ACCEPTED with only one minor correction on "in the course of carrying out prosecution".
"Në funksion të.." in this paragraph means more "for the purpose of" rather than in the course. As far as I can tell, this discussion might involve an initial assessment of the proofs provided that are an important and tricky element of a dicussion to further proeed with the charges or not. I.e. when there are serious charges but not enough or accurate evidence/proof.
Hope myexplanation is less confusing the text you are translating, which unfortunately is poorly written in terms of grammar and linguistic rules.
