"sending off" in this type of context means a group of friends or family giving someone a good send-off (by gathering together to say Goodbye) BUT IT IS NOT ORGANISED BY THE AIRPORT
I asked Katarina for proof that "sendoff bar, sendoff lounge, sendoff boutique" exist but none has been given. Try Googling these terms individually and it's clear they Do NOT EXIST in English. There are, as I said initially, "departure lounges" but bars, restaurants, and duty-free shops are IN THE departure area (for passengers only). They are not called "departure bars/shops" and certainly not "sendoff bar, sendoff lounge, sendoff boutique" !!

@ all with airport security the way it is, and especially with delays because of Covid, I can't see it being a departure lounge for loved ones to say goodbye. Most people just get dropped off at airports now, having already done online check-in and head straight for the security gates as it can take so long to get through.And then, if there's time, they can browse the duty-free shops or go get something to eat or drink or just wait to board in the departure lounge. Yes, there are VIP departure lounges in airports but only for passengers.

If it means seeing people off along the lines of Samuël's second idea, then I would suggest "airport send-off".

When FR borrows words from EN or creates pseudo-anglicisms, the EN meaning is often distorted in all sorts of weird and wonderful ways! Which is why I would check the meaning with the client if possible.

-Could be a type of waiting area as you mentioned, which would offer a quiet, cozy space just before boarding and would allow passengers to spend a last moment with family/friends ... together before saying goodbye.

-or maybe a type of VIP service provided from the staff (if it can fit with your overall context),

@ Yvonne No more context of any relevance. The only thing I can think of is that it refers to airport facilities for friends and family to see off the passengers. But I don't know what that's called in English.
