The above term is in a payslip for an employee at the Ministry of Education.

Under תאור there is משולב אופק חדש

I assume this is some kind of salary grid.

"OFEK HADAH" by itself would only be understood by someone with some familiarity with the teacher salary system in Israel.

אופק חדש is the name of the system for organization and pay of the teaching staff in the elementary and middle schools. There is a Wikipedia page on it (in Hebrew) at https://he.wikipedia.org/wiki/אופק_חדש. The corresponding system for high school staff is called עוז לתמורה.
