This is possibly borrowed from historical terminology, while actually referring to an older usage of head of domestic duties, such as a head parlourmaid or housekeeper perhaps.

Appears that even in museums and galleries "housekeeping" is an official duty:

And "Housekeeping" is also listed as a duty amongst front of house staff at the Barbican gallery, London
"Assist the gallery production team with specific gallery or exhibit set-up or
maintenance issues, HOUSEKEEPING or other tasks as reasonably required according to the demands of the exhibition and training provided."
