'fringe benefits on wages?'

Perhaps ... ... they have set off fringe/employee benefits against a portion of the paid monetary amount, which may or may not be permissible under applicable tax legislation. Absent further context, however, "Lohnsachbezüge" seems to be a contradiction in terms.

Non-monetary compensation? That's a tricky one. As you mentioned "sachbezug" likely refers to benefits for employees, typically non-monetary or benefits in kind, so I'm wondering whether simply "non-monetary compensation" could work?

Perhaps the illogical merging of Lohn with Sachbezug merely reflects an employer perspective that uses these schemes as an excuse for denying employees a real raise?

I can't see any apparent contradiction here.

There are echoes of the UK Truck Acts, now the Emplyoment rights Act 1996: wages need to be paid in 'coin of the realm only' and not in free holidays, fuel, food and drink etc.

Emolument pluralis/zes well to emoluments.
Example sentence:

IATE: MPLOYMENT AND WORKING CONDITIONS COM de Sachbezüge COM en allowance in kind COM wages in kind COM payment in kind COM remuneration in kind COM perquisites

UK: Under the Truck Act 1887 the main objects were: to make the wages of workmen, i.e. the reward of labour, payable only in current coin of the realm
