Since Sungei Buluh is a coastal wetland reserve, it isn't a physically high point/peak, but "highlight" could still be used. If you don't want to use "green" twice in the passage, perhaps try "ecological".

This loses the redundant “green” but makes it clear that it’s the top example in this program.

Anything that conveys the idea of "Singapur's crowning achievement in green city landscaping" should work. "Sungei Buluh represents the pinnacle of green-city Singapur, ..."
Something like that might also work.
"Green capstone" could also get the job done.

green environmental highlight

I would use green and environmental here to emphasize the fact that it relates to the environment. You can also just say environmental highlight since there is ample reference to green in the rest of the text.

emerald paradise

Sungei Buloh is the emerald paradise in Singapore, also known as the Garden City. Parks and vertical gardens abound as the government strives to make Singapore the greenest city in the world.

It's true. I once translated an entire issue of green cities in Handelsblatt. singapore ttakes the cake, or palm leaf, if you will.

Would work well, I think. Compare with this:
