Hmmm Thanks for CICE = Crédit d'impôt pour la compétitivité et l'emploi - I also found this. I can't translate that as it is the existing English text.
"State - per employee on short-time working [equivalent to the furlough scheme]" would make sense. It is annoying that there are no figures to help estimate if this would be a per person figure.

I assume "état" means (receivable from) the government, so could "par" be a mistake for "pour"?
