"publicidad" is one of those catch-you-out words and is nothing to do with publicity, announcement or public notices when used as in this text. It simply means the process of registration.

Asker, you have said "Land Registry" but beware this might be about the Cadastral Register which is not the same thing.

application for registration 'open to public inspection'

compare in FRE publicité foncière simply meaning *land* registration.

Open to public inspection is implied.

Note that - contrary to the UK Govt's Probate website - 'publication' of a Last Will and Testament, by the UK Wills Act 1837, means the testator or testatrix showing such to witnessess, rather than the publicising of the document on probate registration to become thereafter a 'public document'..

notaries keep private registers that are privileged from disclosure, as you know full well.
