L’agrément de la Communauté urbaine de Toulouse pour l’implantation du locataire sur la commune,
Le procès-verbal de constat d’état des lieux en date du 18 mai 2015,"

procès-verbal de constat = "inspection report" (as in property)
état des lieux = "inspection report" (as in property)

So... is this just inadvertent silliness? I.e. does it just mean "inspection report"?

Or is there method in this drafter's madness?

inspection report

I don't know why they've chosen this particular form of words, or whether it's right or wrong, but it literally means "report noting the condition of the property", so it looks OK to me.

It's obvious from the context, and it's not required by law. It's an inspection to note down any defects in the property, for example when a new tenant moves in or out.
