En el periodo comprendido entre 2010 y 2019, el crecimiento promedio anual del PIB de México fue de un 2,3%. Esto permitió al país cumplir con las metas que se contemplaban en sus planes nacionales de desarrollo Y TENÍAN PRESUPUESTOS ANCLADOS, como los programas sociales, las tasas de interés, la inflación, y los pagos de la deuda.

I do think there's something wrong with the Spanish. I can't quite make sense of it. And the wording is not fully clear throughout the document so I'm guessing this is another case of imperfect wording. In any case, I want to give it my best shot. Thanks Cristina and Phil.

"budgets linked to social programs, interest rates,...." Tal vez la redacción no es la correcta, debería ser "anclados a / en..." Caso contrario, si entendemos que se trata de presupuestos fijos, en ese caso sobraría "como".

Is there something wrong with the Spanish, do you think? What does "tenían" relate to - "metas", "planes"? Or should it be "tenía"? And what does "como" mean?

As in, according to their national plans. I guess this is what they mean.

fixed budget

A fixed budget is a financial plan that is not modified for variations in actual activity.
So, the target sentence could be translated something like this:
"This enabled the country to meet the goals set out in its national development plans, and THEY HAD/THERE WERE FIXED BUDGETS, such as social programmes, interest rates, inflation and debt payments..."
Example sentence:

Suppose we have a fixed budget for social care.

Each year, municipalities receive a fixed budget for social assistance from national government

How do you know it's not a fixed budget? Social programmes tend to have a fixed amount set aside.
