I found an article that says that CUS stands for "Soil Use Coefficient" and COS stands for "Soil Occupancy Coefficient" but, before that, I also found here on Proz that COS supposedly means "plot ratio".

Floor area ratio (FAR) is the ratio of a building's total floor area (gross floor area) to the size of the piece of land upon which it is built. It is often used as one of the regulations in city planning along with the building-to-land ratio.

Thanks. Honestly, I am still not 100% certain whether "FAR" and "LUC" refer to the same thing or if this is just a distinction made on a country by country basis, or perhaps there is a slight difference in the two terms? More investigation is needed.
