No reason not to translate it as minor contract, I just wanted some confirmation, In fact, in Spain, with respect to local government contracts, there is a "contrato menor" category (limit 15,000 €) below which figure there are fewer requirements regarding transparency, etc.
I will go with minor contract. Thanks to all.

Minor contract - begs the question what a major contract is: possibly not one for minnows.
Example sentence:

'Upper value limit' had been buried in the discussion entries as an afterthought, besides which minor contract - a non-term of art - is ambiguous for a trivial or unimportant contract, as opposed to a major public etc. contract.
