German term
Luftzug
German to English
Tech/Engineering
Construction / Civil Engineering
This passage comes from some Lutheran church records in Nebraska (USA), specifically from the minutes of a parish meeting held around 1916: "Die Herren Schulvorsteher möchten veranlassen, das daß Fundament der Schule einen Cementverputz erhält, und das der Luftzug unter den Fußboden der Schule regulirt wird."
I'm not sure if "Luftzug" here refers simply to an "air draft," which perhaps comes up through the floor boards of the church and needs to be controlled, or whether "Luftzug" here refers to a physical object, such as an "air flue," which needs some sort of "regulating"?????
Any suggestions?

These options would be good for either one of your alternatives.

I don't think that 'regulieren' here implies 'regulation'.

air draft
Thank you for supplementing the context. I suppose the the phrase 'We would usually not recommend filling expansion joints, but the gaps between the boards were quite wide and the problem of drafts from under the floor was an issue' relates to the subject. This confirms that the draft was passing through the gaps in the wooden floor.
We can phrase as following:
'The school principals would like to arrange for the basement/footings of the school to be plastered with cement and for (that the) the draft under the floor of the school to be controlled (reduced, prevented, eliminated, stopped)'.

gaps between walls or floors & skirting
gaps between floorboards
gaps where pipes penetrate walls
Air can leak into and out of a home from many places, some visible, some far less so. Sealing as many gaps as possible can dramatically improve the thermal performance of a home. Diagram: Sustainability Victoria

Yvon Insulation predominantly uses spray foam to seal commercial building airtight and prevent any openings or cracks from leaking air. Draft proofing includes architectural quality perimeter seals for doors and windows, ceiling exhaust fan seals, fireplace treatments, and solutions for other unsealed gaps and cracks including wall vents, architraves and skirting boards.

The greatest indicator of an air draft is visible daylight around a window or door frame. Smaller gaps and cracks can't be easily seen and might only be revealed ...

1. Check the condition of the caulking around the exterior of your windows and if you see cracks and gaps remove the old caulk and replace with a good grade silicone sealant.
2. If your windows do not close securely inspect the locks and make sure the work smoothly and and line up.

Discussion
Translation of a Wikipedia-Artikels (no engl. sister page, Original see link):
The Energy Saving Ordinance replaced and merged the Thermal Insulation Ordinance (WSchV) and the Heating Installations Ordinance (HeizAnlV).[8]
:
Its first version came into force on 1 February 2002, the second version (EnEV 2004) in 2004.[9] In order to implement Directive 2002/91/EC on the energy performance of buildings, a new version was drawn up which was valid from 1 October 2007.
The EnEV 2007
On 24 July 2007, the Federal Cabinet passed an amended Energy Saving Ordinance.
The following aspects of the new ordinance have been significantly changed or newly added in comparison to the regulations described above:
- Requirements for non-residential buildings
- Procedures for the energy evaluation of non-residential buildings
- Consideration of alternative energy supply systems
- Consideration of summer thermal insulation

The two specifications seem to go hand in hand here. Maybe they are worried that the Cementverputz would be so efficient that it would stop the air circulating? Any building measures have to take into account all seasons.
Man müsste noch mehr über die baulichen Eigenheiten dieser Kirche wissen, um entscheiden zu können, oder weiter im Text nach Stellen suchen, die darauf Bezug nehmen.
