: IMHO, "running into the sands" is more frequently being translated as "утекает в песок/заходит в тупик", "dying hope" - as "угасающая/умирающая надежда" and "flickering flame" as "колеблющееся на ветру пламя/мерцающий огонек".

: While you might be right (and Khruschev wrong), to my mind, rewriting the source to such an extent goes beyond a translator's purview. And 'being turned' vs 'dying' is as semantically dissimilar as "угасающий" vs "заливаемый кем-то".

: I also wouldn't express the "костёр" directly. It's better to render the metaphor using metaphor. Ember is a good fit here, IMHO.

This isn't a great translation, but it seems to fit the tone and overall message. I'm not a fan of vague metaphors (e.g. "dying fire"). They would likely confuse the reader. Personally, I'd replace it with a common idiomatic expression:
Disarmament conferences will continue, but...
it's fighting for a lost cause/it's fighting a losing battle/ the battle has already been lost.
or a direct explanation:

In anticipation of your clarification on the timeframe for the Khrushchev's statement being translated by you I've just provided the background info on the internationally monitored events that were happening at the moment.
Could you, please, further clarify whether Khrushchev speaks of the time just before OR right after his meeting in Vienna with JFK (and WHERE does he make this statement?!!), so that I could provide additional background info on the context being translated by you (if retrievable)?

Короче, на встрече в Вене обеими сторонами были упущены определенные возможности поставить вопрос о прекращении ядерных испытаний на практические рельсы: важно отметить, что в этот момент и США, и СССР говорили о полном запрещении испытаний во всех сферах, включая и подземные. Как известно, последующие дискуссии привели позже к соглашению лишь по трем сферам.
