This is a text explaining the possible legal repercussions of an exposé to be published in Argentina. The text basically explains why the risk of being sued for damages is low:

En resumen, las personas que, por cualquier circunstancia, han tenido una actuación pública no tienen derecho a impedir que se hable de ello. Sí podrían hacerlo cuando su imagen y su nombre se vean dañados por afirmaciones o publicaciones falsas o maliciosas. Quien alegue un daño de ese tipo, debe probarlo.

I am wondering if "actuación publica" refers to public servants and elected officials.

Going by the source text it's about public performance or a public action, without any more information or details.

You haven't said what this person or persons did, and I'm surprised that so many people are prepared to hazard a guess without the full context.

I was wondering if this was wider than just politicians, civil servants etc. and includes all sorts of people in the public eye: sportspeople, actors etc. Does the context help at all?

From what we have to go on, I think it is all about public figures having (or in this case of the OP's sentence not having) a right for their declarations not to be used/quoted.

"Public figures" might be a good way to express it.

"Actuación pública," in this context, doesn't seem limited to public servants/officials, but to anyone who for any reason has made a significant public appearance, e.g. at a demonstration, in the media, etc.

In this context, neither a government action as in the ProZ weblink, nor a guest appearance in public, even if speaking Spanglish or pidgin English.
