An excerpt from some instructions on the receiving of goods at a warehouse:

Kokonaisvastuu vastaanoton sujumisesta on vastaanoton esimiehellä. Varastotyöntekijän vastuulla on käytännön järjestelyt (siirrot, tuloutukset yms). As with so many other cases of "kokonaisuus", I run into the same fundamental problem:
You can't simply translate it as "the whole"/"the entirety"/etc., because this is hopelessly vague – without clear contextual cues (which are not present here as far as I can see), an English-speaking reader will have no idea what specific "whole"/"entirety"/etc. you're talking about.
So, let me pose the same old question once again:
If we grant that "kokonaisuuden hallintaa" = "management/control of the whole [...]": the whole of WHAT?
The whole of the incoming package? The package and the process of receiving it? Something else?

"hallita" here means more like "to have an understanding" than management; it means ability to work correctly and efficiently on basis of general understanding of the area in contrary to just doing separate tasks without thinking.
(I put just medium level of confidence, because I'm a bit unsure of the wording in English; the idea should be clear, though)
